We would rather hear what is not working than receive a requirements document. The first is diagnosable; the second is usually a solution somebody already chose.

If you are an agency or commercial buyer
Useful things to include: what the platform is doing badly, roughly when it went live, whether it has been upgraded on schedule, and who owns it internally. Version numbers and module lists are helpful but secondary — the operational symptom tells us more.
If you are a prime contractor
Send the opportunity number or solicitation reference and the portion of scope you are looking to fill. We can support a proposal with a technical approach narrative and named key personnel where the fit is real. If you are looking for staffing
We are a delivery firm rather than a staffing agency. If what you need is bodies against a rate card, we are not the right call and will say so quickly rather than taking the meeting.
What we will not do
We will not respond to a sources sought notice describing capabilities we do not have in order to be on a list. If we answer, it is because the scope genuinely fits.
